Why should they? Why can't hermaphrodites just be what they are (if the choice hasn't already been made for them by their parents and doctors)
And what "whole structure" should be changed? One added option on a passport application is all they are asking for.

They only have to pick a team for the passport form. No one's asking them to cut anything off.

There's only 12 of them in th country, so why should everyone else have to pay for the structure to change for them?

But sexuality isn't assessed for a passport - hence my point about amputees/asthma sufferers/New Model Army fans.

2: Allowed 'X' as an option on passports.

Depends on whether they were obliged to defend themselves or not, but neither if not. Or both, and include all other variations of self identity as well (otherkin, animalkin, &c &c).

OK, let me make the question even simpler.

The government has two courses of action, one of which is more expensive to the taxpayer than the other.

Assuming there are no other considerations, which action do you think the government should take? The one that costs less, or the one that costs more?

Bless you - as I said, it is not about how much it costs, it is that it costs. One of my first posts. However, since it does indeed cost now, it depends on whether they were obliged to defend themselves or not, but neither if not.
