Are the EU really going to sit on their collective hands and say/do nothing, while one of their members is taking political prisoners and physically intervening in the Catalonian referendum?

I have no particularly strong views on Catalonian independence.  Probably Yes, but I'm no expert and can claim no insight.

But I know you don't send in the dogs of war to deal with a constitutional crisis.  At least, you don't do that if you're a democratic state that works within a human rights framework.

Spain is behaving shamefully.
